Summary

Local Coastal Partnerships (LCPs) are successfully delivering ICZM at a local level in Scotland. The LCPs are operating throughout a large area that is extremely diverse, biologically, geographically, culturally, economically and socially. It is the strength of each individual LCP that they can identify local issues and then develop and deliver projects through local partnership working. The LCPs facilitate local solutions to local issues. A number of LCPs also help in the delivery and monitoring of the Local Biodiversity Action Plan (LBAP) process and the European Habitats Directive in relation to Marine and Coastal issues. However there is also a significant amount of commonality between the LCPs including operational issues, funding and training and that by working jointly the LCPs can reduce duplication of costs and effort. There is also considerable opportunity to share good practice between the LCP staff and to identify shared areas of interest and develop joint projects. For example the LCPs are collectively in discussion with the Scottish Environmental Protection Agency (SEPA) and the Environment Agency regarding the delivery of the WFD throughthe River Basin Management Planning process.

Since January 2004 with an influx of new LCP staff (Clyde, Forth, Solway), a new LCP (East Grampian), and additional funding for an existing LCPs (the GRAB Trust) there has been considerable interest in improving joint working. Improvements have included the following; improved structure and focus to the quarterly staff meetings with the inclusion of training sessions; improved use of electronic communications; identification of links and joint projects. Closer working with the Scottish Coastal Forum (SCF) has been improved through the establishment of an LCP/SCF subgroup, which has subsequently led to the LCPs being offered membership of the SCF, and a LCP representative now attends SCF meetings. This is presently leading to a streamlining of the communication processes in order to provide SCF and others with jointly produced updates of the issues affecting the LCPs.

This paper discusses the developments that have been undertaken so far, the opportunities for further improvements and explores the working relationships between the LCPs. It will also raise the issues surrounding the development and implementation of individual LCP strategies and National strategies and it will analyse the relationship between the LCPs and the key partners e.g. SCF, SNH and SEPA including vertical and horizontal integration.
