Summary

The overall aim of this research is to understand the relationship between community and citizen engagement and effectiveness and efficiency in flood risk management (FRM) decision making, delivery and flood response. For this report ‘local community and citizen engagement’ includes a wide range of contacts with members of a local community who are affected by decisions in their geographical area and is treated as distinct from ‘stakeholder involvement’, which was explored in Part 3 of the project (report no. SC040033/SR2).
